i. MINUTES: The Board will consider approving executive session minutes for 11/13/18, 11/27/18.

ii. CONTRACT NEGOTIATIONS, LITIGATION AND REAL PROPERTY

  • To consider litigation strategy with respect to Petition of Eversource Energy for Zoning Exemptions (DPU).
  • To consider the purchase, sale, lease or value of real property in relation to Open Space Preservation, Center Trail, Town Hall, the Main Street corridor project.

ii. FAITH COMMUNITY CHURCH GLOBAL 6K FOR WATER – PARADE PERMIT

The Board of Selectmen will consider approving a Parade Permit for Joshua Morrison on behalf of Faith Community Church, for its annual Global 6K for Water, to be held on May 4, 2019 at 9 a.m. beginning and ending at Faith Community Church. 7:05 PM SOUTH ASIAN CIRCLE OF HOPKINTON

4. The South Asian Circle of Hopkinton will introduce its mission to the Board of Selectmen and community.

7:15 PM HOPKINTON PUBLIC LIBRARY UPDATE

5. Heather Backman, Library Director will provide an update on the first year in the new building.

7:30 PM BOND ANTICIPATION NOTE (ACTION)

6. The Board of Selectmen will consider approving a Bond Anticipation Note in the amount of $2,600,000.00. Supporting Exhibits: Town Treasurer Memo; Selectmen’s Vote; Copy of actual BAN; BAN Results; BAN Projects List; Hopkinton Clerks’ BAN certificate; Hopkinton Issuer Certificate

The Board of Selectmen approved the sale of a $2,600,000 2.50 percent General Obligation Bond Anticipation Note (the “Note”) of the Town dated December 12, 2018, and payable December 12, 2018, to Eastern Bank at par. (5-0)

7:40 PM ANNUAL LICENSE RENEWALS (ACTION)

7. The Board of Selectmen will consider renewing or approving active business licenses in the Town of Hopkinton, including all Alcohol, Common Victualer, Class I and Class II, Livery/Limousine licenses, Entertainment and Municipal Street License for the Calendar year 2019.
