i. Minutes: The Board will consider approving executive session minutes for 10/8/19.
ii. To discuss strategy with respect to contract negotiations with DPW, Fire and Dispatch Communications unions.
iii. Class Action Notice- Opioids Negotiation Class – Does Hopkinton Remain in the class of individual states, counties, and municipalities that filed lawsuits in federal and state courts against manufacturers, distributers, doctors, and pharmacies for their roles in creating and exacerbating the opioid crisis?
iv. Waiver of Town right to receive its own notice in Commonwealth of Massachusetts Land Court Case 19 TL 000692 regarding a sewer betterment collection.

i. BOARD MINUTES
The Select Board will consider approving the 10/22/19 Select Board Meeting Minutes.
ii. GIFTS The Select Board will consider accepting a gift of $52.92 from Amy Ritterbusch on behalf of her son, who received extra donations for his Eagle Scout Project for the Hughes property trail. He would like to donate the extra funds to the Town’s General Fund.
iii. FEE WAIVER APPROVAL The Select Board will consider approving a Fee Waiver Request from Meena Kaushik, on behalf of the South Asian Circle of Hopkinton. The Special Temporary Alcohol License was approved for the South Asian Circle of Hopkinton’s Annual Diwali Gala – Festival of Lights at the October 22, 2019 Select Board Meeting. iv. HOLIDAY BANNER REQUEST The Select Board will consider approving a request from Amanda Faucher on behalf of the Hopkinton Chamber of Commerce, for a Holiday Banner to stretch across Main Street advertising the Holiday Stroll on December 7, 2019. The Banner will be hung on November 24, 2019 until December 7, 2019 allowing 14 days maximum for the banner to be up per Town By-Laws. The banner would be 40 ft x 4 ft. v. PARADE PERMIT – REMAX EXECUTIVE REALTY-REMAX CHARITABLE FOUNDATION ANNUAL 5K ROAD RACE (ACTION) The Select Board will consider approving a Parade Permit application from Sandy Lucchesi, on behalf of the REMAX Executive Realty Charitable Foundation, for a road race to be held on Saturday, November 23, 2019 at 8 a.m. (registration) and race beginning at 9 a.m. at the Hopkinton Country Club. 6:55 PM SPECIAL TEMPORARY ALCOHOL LICENSE AND PARADE PERMIT – HOPKINTON RUNNING CLUB – HOPKIN10K/ANDY WELZEL SCHOLARSHIP ROAD RACE (ACTION)
The Select Board will consider approving a Special Temporary Alcohol License/Parade Permit from Wayde Marshall, on behalf of the Hopkinton Running Club for a Hopkin10K/Andy Welzel Scholarship Road Race event to be held Saturday, December 7, 2019 from 9 a.m. to 12:00 noon beginning and ending at 40 Fruit Street (Victory Field). Road closures are being requested for one way on Fruit Street between Wood St. and Cunningham St. Expected number of participants is 250. There will be no Rain Date. Permission has been granted by Parks & Recreation to use Victory Field from 7 a.m. until 1 p.m. They have also granted permission to set up tents two days prior to the event. Tickets will be sold and exchanged for a beer after ID’s are checked and wrist bands are attached. Alcohol will be provided by Startline Brewing Company and will be served by TIPS certified servers. The Select Board approved a Special Temporary Alcohol License and a Parade Permit for the Hopkin10K/Andy Welzel Scholarship Road Race on 12/7/19. (5-0)
7:00 PM MEANS TESTED SENIOR CITIZEN PROPERTY TAX EXEMPTION (ACTION)
The Select Board will consider determining the exemption amount for the Program,
which is in its first year. The Board of Assessors approves the individual applications. Supporting Exhibit: Implementation of Approved Means Tested Senior Exemption
The Select Board approved Senior Means Tested Tax Exemptions under Chapter 234 of the Acts of 2018 for 33 applicants approved by the Board of Assessors at 200% of the prior year State Circuit Breaker Credit amount. (5-0)
7:15 PM CHANGE OF MANAGER – 110 GRILL (ACTION)
5. The Select Board will consider approving a Change of Manager application from

7:30 PM POSTED PUBLIC HEARING – GRANTS OF LOCATION – PARK STREET & CORNER OF GROVE ST. & MAPLE ST. – NEW CINGULAR WIRELESS PCS, LLC d/b/a/ AT&T (ACTION)
6. The Select Board will consider approving Grants of Location for Wireless Small Cell Facilities, including Telecommunication Wires and Wireless Attachments and Appurtenances, on Replacement Utility Poles in the Public Right of Way at the following Locations:
1) Pole #1-15 – Near Intersection of Grove and Maple Street
2) Pole #10 – Near 10 Park Street
The two utility poles will be replaced and the Wireless Small Cell Facilities placed on the poles. Supporting Exhibits: Grant of Location package and Supporting Documents; Permitting Team Comments
The Select Board approved Grants of Location for two Wireless Small Cell Facilities on two replacement utility poles, one at the intersection of Grove St./Maple St., and the other on Park Street, with the condition that the Wireless Small Cell Facilities shall not be installed on the new poles until the old poles have been removed. (5-0)

The Select Board called a Special Town Meeting for December 9, 2019 which will include the two articles submitted via Citizen Petition, to open the special town meeting warrant upon the vote this evening, to close the warrant at the close of business on November 21, 2019 (4:30 p.m.), and to schedule a Select Board meeting at 7:00 a.m. on November 22, 2019 to sign the special town meeting warrant. (5-0)
The Select Board voted to distribute a prepared Fact Sheet on the Main Street Corridor Project. (5-0)
