5:45 PM CALL TO ORDER – EXECUTIVE SESSION

i. Pursuant to M.G.L. c.30A, §21(a) (Purpose 3) to discuss strategy with respect to pending litigation William Scott Ober and Thom S. Robertson v. Town of Hopkinton Conservation Commission; Frankland Road Solar LLC, and William Scott Ober and Thom S. Robertson v. Town of Hopkinton Planning Board, Frankland Road Solar LLC, Muriel Kramer, Gary Trendel, David Paul, Mary Larson Marlowe, Jane Moran and Deb Fein Brug because an open meeting may have a detrimental effect on the litigating position of the Board .

ii. Pursuant to M.G.L. c.30A, §21(a) (Purpose 6) t o consider strategy with respect to the purchase, lease, sale or value of real property in relation to Main Street parking – 25/35 Main Street, the Main Street Corridor Project, former Liberty Mutual property and Upper Charles Trail because an open meeting may have a detrimental effect on the negotiating position of the Board.

The Select Board approved the FY 2022 budget calendar as revised. (4-0)

6:30 PM CONSENT AGENDA

i. MINUTES – The Select Board will consider approving the Minutes of the Sept. 8, 2020 and Sept. 12, 2020 meetings.

ii. NOVEMBER 3, 2020 STATE ELECTION WARRANT – The Select Board will consider signing the November 3, 2020 State Election Warrant.

The Select Board approved the Consent Agenda. (4-0)

6:35 PM APPOINTMENTS – Andrew Michael Hayes to the Sustainable Green Committee

The Select Board appointed Andrew Michael Hayes to the Sustainable Green Committee, to a term expiring 6/30/2021. (4-0)

6:55 PM CONFIRMATION OF ALLOWED USE – ATOZ LABORATORIES, 100 SOUTH STREET – The Select Board will consider confirming that a Marijuana Testing Laboratory is an allowed use at 100 South Street.

The Select Board confirmed that a Marijuana Testing Laboratory is an allowed use at 100 South Street, and authorized the Town Manager to submit the response to the Cannabis Control Commission on behalf of the Town. (4-0)
