Description: Historic Districts in Massachusetts have three major purposes, as stated in Ch. 40C of Massachusetts General Law: 1.) To preserve and protect the distinctive characteristics of buildings and places significant to the history of the Commonwealth and its cities and towns; 2.) To maintain and improve the settings of those buildings and places; 3.) To encourage new designs compatible with existing buildings in the district.

CHAPTER 123 – HOPKINTON GENERAL BYLAWS
The purpose of this chapter is to promote the educational, cultural, economic and general welfare of the public through the preservation and protection of the distinctive characteristics of buildings and places significant in the history of Hopkinton or significant for their architecture and the maintenance and improvement of settings for such buildings and places and the encouragement of designs compatible therewith.
There is hereby established under M.G.L. c.40C, with all the powers and duties of an historic district commission thereunder, the Hopkinton Historic District Commission, consisting of seven members appointed by the Select Board, and whose authority shall extend over the Hopkinton Center Historic District and the 76 Main Street Historic District. The membership of the Commission shall include one resident or property owner within the District, one member from two nominees submitted by the Hopkinton Historical Commission, one member from two nominees submitted by the Boston Society of Architects, one member from two nominees submitted by the Hopkinton Historical Society, one member from two nominees submitted by the Board of Realtors serving Hopkinton and two members at large who shall be citizens of Hopkinton.
