Budget season for 2022-23 is already underway – we’ll keep our timeline updated as the year progresses so you can follow along.
Town Manager Issues Budget Schedule
The Hopkinton Town Charter establishes October 1 as the annual Deadline for establishing and issuing budget schedule (Charter § 7-2(a)). On September 28, 2021, the Town Manager gained consensus on budget timeline and budget message with Select Board, Appropriation Committee and School Committee and issued the Budget Schedule.

In 2001, the citizens of Hopkinton voted to adopt the Community Preservation Act (CPA) and thereby approved a 2% surcharge to the annual real property tax. Revenue from this surcharge is dedicated for the preservation of open space, historic sites, affordable housing and passive/active outdoor recreation.

Zoning Advisory Public Forum
The Zoning Advisory Committee holds an annual public forum in the fall to hear ideas and
proposals for desired changes to the Zoning Bylaw and/or the Zoning Map from residents.
This is an opportunity to propose changes to the land uses permitted in specific areas in
Hopkinton, the manner in which certain uses are permitted, dimensional requirements, or
other ideas with respect to land use regulation.

Capital Improvements
• Town Manager CIP (Capital Improvement Program) Review Due to CIC (Capital Improvements Committee).
• CPC (Community Preservation Committee) Capital Requests due to CIC (Capital Improvements Committee).
• Department heads and chairpersons of all boards, commissions and committees of the town, whether elected or appointed, shall submit to the CIC (Capital Improvements Committee), not later than the third Monday of November of each year, recommendations and statements for capital expenditures for the subsequent ten fiscal years.

Voter Registration Deadline
